ChatGPT Agent is quietly rolling out in Europe, despite no official announcement from OpenAI

Users across several EU countries now report full, stable access to the Agent feature — with no VPN and no temporary glitches.

Although OpenAI has not updated its public documentation, the ChatGPT Agent appears to be actively rolling out in Europe. In the last 48 hours, multiple users from Italy, Spain, Germany, and the Netherlands have reported full access to Agent capabilities using standard ChatGPT Plus accounts. Unlike earlier sporadic sightings, these new reports describe stable, multi-hour sessions with uninterrupted functionality, including real-time web actions, file handling, and automation flows.

Screenshots shared in discussion threads show the Agent toggle available both in web and mobile apps. One Italian user confirmed: “It’s really here. I compared hotel prices across three sites, extracted the cheapest options, and asked it to generate a formatted summary — all from Milan, no VPN.”

The Help Center still states that the Agent is unavailable in the EEA — but this no longer reflects user experience.

As of July 26, OpenAI’s official Help Center still displays the same statement from July 17:

“The ChatGPT Agent is not currently available in the European Economic Area or Switzerland.”

Despite that, first-hand usage from multiple EU countries suggests the company has already begun lifting regional restrictions in practice. These changes are likely occurring at the account level, through gradual activation flags tied to user subscriptions rather than IP geolocation. Several users noted that the Agent became available with no update or prompt — it simply appeared in their session.

OpenAI has not publicly acknowledged this shift, and there is no new blog post or developer notice announcing European availability. However, a recent OpenAI staff comment on Reddit noted that the rollout to additional regions, including Europe, was “starting this week” and would continue for Plus and Team users.

A soft launch is underway, and Enterprise accounts are expected next.

Based on the current pattern, OpenAI appears to be conducting a silent, staggered rollout — likely to monitor performance and ensure regulatory alignment before a formal announcement. The process mirrors the introduction of past features like memory and custom GPTs, both of which saw soft unlocks in Europe weeks ahead of public confirmation.

For now, access is still limited to Plus and Team accounts. Enterprise and Education accounts remain excluded, but OpenAI previously stated these tiers would receive access “in the coming weeks.”

What to expect next as availability expands across Europe.

The clearest sign that the rollout is nearing full activation will be an update to the Help Center page, likely removing the current yellow banner about EEA exclusion. This will probably be followed by an in-app announcement or notification from the ChatGPT team.

In the meantime, users in Europe can check their access by navigating to the ChatGPT web app, switching to GPT-4, and inspecting the Tools panel. If “Agent” appears as an option, the rollout has reached them.

For now, the picture is clear:

ChatGPT Agent is arriving in Europe — silently, but steadily.
